[Tagdb] tags and keywords - navigating folksonomies and text search

As folks may have noticed, my interest in search technologies has been 
leaking into my list messages.

A number of seemingly separate efforts have converged.

a) intrinsic tags ( extracted words, and/or SIP's related to a document 
) vs extrinsic tags ( tags applied by people or tags relating to the 
description or disposition of the document, not it's content )
 
b) using a tag bundle as a preliminary filter to narrow down the group 
of documents over which to do raw text search.

c) using tags to describe the documents managed by a search engine and 
then route keyword queries to it based on these tags ( somewhat 
questionable logic here, but there's a pony in there somewhere ).

Essentially, at least in my mind, we seem to be at a place in the state 
of the art where we may start seeing richer interactions between tag 
search and keyword search i.e navigation folksonomies and searching 
documents.

Currently how do people handle this in terms of implementation - do you 
do a tag search first and then run a keyword search over those docs? The 
other way around? What are the pro's and con's?

If you are implementing tags in a relational database how does your tag 
search interact with your keyword search?
