Full text search and intrinsic tags are useful, if you have documents in
only one language.
As a German I use docs, bookmarks etc. in both German and English
language (and sometimes more).
Therefore intrinsic tags derived from a doc in English are not really
useful, if I use the German term for access, and vice versa.
To find something in both languages (and maybe others) I need to
organize my bookmarks, docs etc. by extrinsic tags.
Independent from the language aspect:
There's an interesting pair of local bookmark managers for this topic:
Powermarks from http://www.kaylon.com automatically "tags" new bookmarks
by deriving keywords from the title, including stop words and numbers.
miTaggedMarks (http://www.miTaggedMarks.com), of which I am the author,
only uses extrinsic tags, assigned by the user. My approach is, to make
it as easy as possible for the user to assign and de-assign tags.
In Powermarks it is also possible to assign extrinsic tags and to access
the bookmarks by them, but IMHO most users use the automatically derived
keywords as "search keywords".
Both apps can be downloaded in fully functional trial versions for
Windows.
