[Tagdb] Multi-Word Tags Vs Single Word Tags

when developing Diigo, we had the same sort of intense internal debate about
multi-word tags.

We eventually settled on this compromise: we do allow multiple-words tags,
but slightly discourage their use by requiring  quotation marks as
separators.
